If you want full HD clips (1080p) your source should be at least 1920x1080 - 1280x720 for 720p, which is fine for most internet streams. We are investigating an issue with Premiere Pro/Adobe Media Encoder (v 14.0.1) where the export gets stuck at 0%. Either way, the quality and resolution of your source material has to be at LEAST the quality of what you plan to encode.
